ATCO Frontec is seeking a Health, Safety, and Environment (HSE) Lead to join our NFTC project in Moose Jaw, SK. The HSE Lead is responsible for managing the full health and safety management program for the NFTC project. The NFTC project is a facility maintenance project at the Moose Jaw flight training centre and includes wildlife control, facility maintenance, firefighting, and transportation management.

 
Responsibilities:
  • The HSE Lead is responsible for planning, organizing, coordinating, coaching, implementing, monitoring, and reporting on the HSE Management Program for the NFTC Project. The HSE Lead is responsible for ensuring compliance with laws and regulations pertaining to safety and environmental issues.
  • The HSE Lead is responsible for completing regular site audits, providing staff training and overall stewardship of the HSE program. This person is responsible for directing staff, setting work standards, meeting with the direct service subcontractors and ensuring all work is completed in compliance with contract scope and performance standards in accordance with ATCO’s Safety Standards.
  • Develops, implements, reviews and updates all departmental Standard Operating Procedures and company manuals and submits to ATCO Frontec Corporate Senior HSE Specialist for approval.
  • Completes work site inspections, evaluate workplace procedures, complete job and workplace hazard analysis as well as develop work site procedures.
  • Performs regular inspections of sites and services being delivered and creates, reviews, and updates safety audit checklists as required.
  • Investigates safety incidents and implements corrective actions.
  • The HSE Lead responds to all Safety audit reports submitted by the Client and ensures that corrective action is implemented by staff and/or subcontractors prior to the next Client inspection.
  • Instructs and coaches team members in the importance of HSE related responsibilities as defined by Company policy, as well as federal and provincial regulations.
  • Manages and/or conducts all HSE safety training, inspections and audits including new employee orientation, job specific training, and specific HSE programs.
  • Provides staff and subcontractor direction, sets work priorities and raises Corrective Maintenance and ensures deficiencies are corrected before the next client inspection.
  • Recommends and provides solutions to quality problems and assists all site staff in addressing service deficiencies. Creates and submits monthly HSE performance reports to management.
  • Maintains HSE training database.
  • Responds to CAE inspection reports within 5 (five) business days and addresses every observed deficiency.
  • Assists and provides training on the self-administered HSE program to site personnel during inspections in the field.
  • Compiles data and assists in the preparation of monthly and annual KPI reporting and all HSE reports
  • Assists in the collection and the submission of all reports and deliverables
  • Responsible for instructing and training staff on importance of schedule, service requirements and equipment maintenance from a safety perspective.

Qualifications:
  • Post-secondary education and a minimum of five years of experience in HSE Management.
  • Solid understanding of federal and provincial labour codes, Health and Safety Acts and regulations including Worker’s Compensation.
  • Ability to demonstrate leadership, resourcefulness and initiative.
  • Experience in an airport operation or facility maintenance setting will be an asset.
  • Experience in working in a unionized environment.
  • A keen eye for details and thoroughness.
  • Possess a logical, methodical approach to his/her work and must be accurate when taking measurements and recording figures.
  • Strong report writing skills to present quality results and recommendations.
  • Willing to take a hands-on approach to assigned tasks.
  • Strong verbal and written communication skills; ability to speak and write French would be considered an asset.
  • Strong computer skills; knowledge in Microsoft Word, Excel and Outlook are essential. 
  • Experience with a computerized maintenance management system (CMMS) preferred.
  • Must have a valid driver’s license
